If $$\left( a-3\right)^{2} +\left( b-2\right)^{2} = 20$$, then (a,b) lies on the circle.
And If $$\left( a-3\right)^{2} +\left( b-2\right)^{2} > 20$$, then (a,b) lies outside the circle.
